The key is to know that no matter how many backlinks something has it's always beatable with more links and better link sources. Typically high PR sites also have High backlinks but it's not always the case. The biggest key is the backlinks. I also want to point out for you when you are building your site, the more relevant the backlinks you have coming in, the better. So having 1000 backlinks from crappy directories might not be as helpful as having 100 backlinks from say PR4 directories.
